Unified multi-strike move flags #3126

Description

Unified twoStrikes and threeStrikes flags into strikeCount.

  • A value of 0 is treated as 1 hit.
  • Supports up to 255 hits (can be reduced if needed).

Do we actually need to waste 8 bits for a possibility of a move hitting 255 times? Personally, I would change it to strikeCount:2.

True, 255 is unneeded, but I would put at least 4 because now we have precedent for Population Bomb having 10 strikes maximum.
